Abstract

This research examines the impact of change management awareness, system user knowledge, managerial control, project manager satisfaction with Project Management Information Systems (PMIS), and information quality on the success of public projects in Saudi Arabia. The study aims to understand how these factors influence public sector project outcomes and identify potential mediating and moderating relationships. A quantitative approach was adopted, with data collected from 273 employees across various organizations within the Saudi public sector. Partial Least Squares Structural Equation Modeling (PLS-SEM) was utilized for data analysis to test the hypothesized relationships between variables and explore the complex interconnections. Results indicate that change management awareness and system user knowledge significantly enhance public project success, with knowledge of system users mediating the effect of change management. Managerial control, project manager satisfaction with PMIS, and information quality were found to have moderating effects, contributing to more effective project management processes and outcomes. This study offers novel insights into the role of PMIS and change management in public project success within the Saudi context. The findings provide practical recommendations for organizations to improve project outcomes through enhanced user knowledge, managerial support, and robust information systems
