Classification of portfolio and project managers: a performance orientation

Abstract

The purpose of this paper is to define the performance-oriented rating criteria for the portfolio and project managers. Therefore, through an action research, this article was based on the analysis of the projects in relation to their requirements uncertainty and technical knowledge uncertainty and also of the life cycle of each project, associated with an evaluation of the technical and behavioral competencies of the project team, here called soft skills and hard skills. The work was carried out from July to September 2018 in an agro industrial cooperative in southern Brazil. Among the main results, we highlight the implementation of criteria to guide appropriate ways of project management according to their respective characteristics and selection of managers for each specific project, this was possible through a structured view of the project portfolio of the company. As a contribution to this study, we provide an overview of the most appropriate management approaches for each project and structure team competency criteria, so that the project office supervisor can direct team capacity building efforts to more specific competency knowledge allowing Information Technology sector to prioritize value from project deliverables. At the end of the paper, we also propose a structural model for future studies.

    PhD in Project Management from Nove de Julho University (UNINOVE), Master in Business Administration from Western Paraná State University (UNIOESTE), Specialist (MBA) in Project Management from Fundação Getúlio Vargas (FGV) and Production Engineer by Federal Technological University of Paraná (UTFPR). Currently, is a Project Specialist at an Information Technology company, has also professional experience in the pharmaceutical industry having acted as Project Manager and Project Analyst, metallurgical industry having acted as Production Supervisor and furniture industry having acted as Production Engineer.

    Graduated in Business Administration from Universidade Paranaense (2006). Specialist (MBA) from Fundação Getulio Vargas (2015) in Information Technology management and Master in Business Administration from Unioeste (2018). He is currently project supervisor in Information Technology. Has experience in Administration, focusing on information technology management, acting on the following subjects: project management, sustainability, innovation, cooperation and research and development.

  • Ernesto Del Rosario Santibanez Gonzalez, Talca University Chile

    Associate Professor in the Department of Industrial Engineering, Executive Director and Founding Council of Industry-University (CUE) - Talca University, Faculty of Engineering, Chile. He is acting as associate editor of the Journal of Cleaner Production and Journal of Intelligent Manufacturing. He is also on the Editorial Board of the Journal of Power Sources and the International Journal of Hydrogen Energy. Dr. Santibañez-Gonzalez is a guest editor of six special editions of ISI and Scopus journals, including the International Journal of Research, Sustainability, European Journal of Operational Research, Clean Production Journal, and Guest Editor for two special editions of ISI journals, including the International Journal of Production Economics, Computers and Industrial Engineering.
