Abstract

Under current Chinese Government reforms, Chinese State-Owned Enterprises (SOEs) will be under closer scrutiny on asset management, capital investment efficiency and competitiveness. The use of post-project appraisals to understand project performance and root causes of outcomes is not new to Chinese SOEs; however, effectively harnessing the benefits of post-project appraisals has been challenging for these enterprises. The objective of this paper is to discuss the obstacles Chinese SOEs face, which stem mainly from organisational and cultural factors. Most of the challenges identified can be addressed if there is a strong commitment from the senior executive team to use project appraisals as a basis for continued improvement.

  • Christina K Yip, Independent Project Analysis Inc. Australia

    Christina K Yip PhD, is Senior Consultant for IPA. She joined IPA in 2004 and has led numerous benchmarking studies, individual project evaluations, and PMI® accredited project management courses globally. She has evaluated over 300 capital projects ranging from US$0.5 million to over US$20 billion in size. Christina has led several industry-wide studies on the performance of projects executed by western owner companies and Chinese companies in China and has examined the performance of Chinese contractors outside of China.

  • Pei Hsing Seow, Independent Project Analysis Inc. Singapore

    Pei Hsing Seow, is an Advanced Associate Analyst for IPA. She joined IPA in 2007 and is now responsible for managing IPA’s multinational and state-own clients in China. Pei Hsing had completed a multi-client research project focusing on China projects in 2013 and is currently exploring cultural dynamics and the impact it has on projects. She formally holds advanced degrees in chemical engineering and psychology.

  • William Arthur Young, Swinburne University of Technology Australia

    William A Young PhD, is a consultant and Industry Fellow at Swinburne University of Technology. He has over 36 years’ global experience in international business and project management focused on the process chemical, manufacturing, and mining industries. He has been a Professor in Beijing, and is a past Vice Chairman of the Global Mining Association of China. He is the President of the Asia Pacific Federation of Project Management.
